MINUTES OF THE PUBLIC MEETING OF OCTOBER 21, 2013

11. ZONING HEARINGS
Mr. Greg Delue, 82 Perry Avenue, came to the hearing to speak about his concerns on a Zoning Board of Appeals hearing scheduled for October 22, 2013, concerning Dereck Varley of 1283 Whitman Street; i.e. septic system. Mr. Delue feels that adding extra rooms (bedrooms and a second bath) and increasing the size of the septic to accommodate these rooms may present problems to his current system. He indicated that the leaching field for 1283 Whitman Street is directly behind his house and will interfere with his leaching field. The grade of the land is sloped and runs down hill onto his property. He wants to know what issues he may have going forward. The Planning Board told Delue that they have no control over the Board of Health or the ZBA –
they review the information and pass their comments over to the ZBA.
The Planning Board will request the ZBA give extra care to the plan in the interest of the abutter.
In reviewing the ZBA hearing notices the Planning Board had no problems with Carl Berens, dba Solid Fence; Patraic Thompson for storage of tools and trucks or Scott Dummer to raze and rebuild. In the hearing on Scott and Dereck Varley the Planning Board advised the ZBA to give extra care to the plan in the interest of the abutter.

V. NEW BUSINESS:
As the Zoning By-law Committee did not have a quorum, there was nothing new to report.
Meeting schedule going forward for the Planning Board will be:
Monday - November 4th, 2013
Monday - December 9th, 2013
Ms. Muncy informed the Board that on November 4th, further discussion of the medical marijuana issue will take place; so the members should prepare their questions, comments and concerns. Also look at what areas could be considered for this use.
Member Joseph Gamache indicated that he would like to take a look at a Master Plan for the town. He feels that somewhere along the line a plan on maintenance of the town buildings, which should come under Capital Improvement, should be implemented so money can be put aside to handle the repairs needed to maintain town buildings whether in 5 years, l0 years, whatever. Per Mr. Gamache the infrastructure of the Maquan School is pretty bad; we need to plan ahead and do preventive maintenance.
